Sizing is way off

Not sure if we received a mislabeled pair of skates but they were at least a size too small and I ordered up a size based on the size chart. My son wears a size 3 street shoe so I ordered him a size 3 skate, the chart indicated he would wear a size 2. But he definitely needs a 4. Can't comment on anything else because he didn't get to wear them.
